Despite what you believe regarding the McCanns, haven't the Portuguese policy behaved shoddily?

I mean, whatever you're opinion of the McCanns, whether you think Madeline was abducted, accidentally harmed by the McCanns, or she just wandered off - isn't the behaviour of the Portuguese police with their delay to cordon off the affected area with immediate effect, their failure to cordon off a large enough area, their failure to apply forensics from the very word go - isn't this all just a complete disgrace and shouldn't the Portuguese police be held just as accountable for what's happened as the McCanns?
